The Philadelphia Bulk-tin says that tho lYcsa, in an articla upon this subject, erroneously attributes tho authorship of tho provision which incapacitates Mi. Stewart from holJing tho office of Secre tary of tho Treasury to Alexander llaiuil. ton, and the New York llvmlj, of the 9th instant, fulls into the sutue blunder. An examination, however, of the parliamentary history of the act shows conclusively that the real author of the provision which has Caused tho Cabinet hitch " at Washing Ion was Edanus Rurke, a representative from South Carolina in tho first Congress under the Constitution. On ,the 29th oi June, 1789, while the House of Represen tatives had under consideration the bill es. tablishing the Treasury Department, Mr, Rurke gave notice that he meant to bring in a clause to be added to the bill " to pre vent any person oppoiut...

The amended franking law docs not itn. prove the franking business very much. In fact the amendment has developed m evil of great magnitude that did not eslst before. The amendment requires nil olU cera privileged to frauk, to affix their own personal signatures. This, of csursc, had struck down the pcrcicious practices of using printed fran'n3, and it has abolished, to some extent, the equally pernicious franking by proxy and by clcik. But the trouble is that half the highest officers in the bureaus of the different departments at Washington have now to spend tiro or three hours per day, simply writing their names. These men got large salaries, and nhould bo employed at something better than the mere signing of documents, es pecially when there is no need of this. How much better it would be for the frank ing privil...

Sit VOLUME I THE JLONO AGO. BT B. F. TATLOR. Oht a wonderful stream Is the river of Time, As It runs through the realm of tears, With a faultless rythm and beautiful rhyme, And a broader sweep and a surge sublime As It blends with the ocean of years. How the winters are drifting like flakes of snow, And the summers like buds between With the year in the sheaf so they come and go On the river's breast with its ebb and flow . As it glides in the shadow and sheen. There's a mnglcal isle on the river Time, - Where the softest airs are playing; There's a cloudless sky and a tropical clime And a sung as sweet as a vesper chime, And the Juues with the rosus are staying. And the name of this Isle Is the Long Ago, And we bury our treasures there; There are brows of beauty and bosoms of snow They are heaps ot dust, but we loved them sol There are trinkets and tresses of hair. There are fragments of songs that nobody sings, And part of an Infant's prayer; There's a ham unsweeitt and a Into wit...

It is, morcver, said that the country along RcJ River, Kootenai, etc., is ns capable of sustaining a dense and thrifty population as Minnesota or Montana, and that it only needs a railroad to develop it.
