It has been our most fatal blonder hitherto that we have underrated the numbers and the determin ation.of the rebels. Unless upon our .guard we ahall repeat the blunders of the jrast. One journal says : 1 At the present time "the rebel conscrip tion law makes every southern man- a sol dier. Tbe newspapers recently enumera ted their male population at over seven hundred thousand "who could be counted on to bear arms.
