In view of the disasters of 1890 and '9.2 by overflow, is it not a fact that the levee system in relation to the Red River Valley at least, is a failure! Have not the levees done more harm than good to that por tio which lies in the limits of this valley? To our mind, they have. THE PROGE8s believes that the damage from water during both of these overflow periods would have been less if there had been no levying at all. Without these embankments the overflow ihg would have been more gradual, thus robbing the water of that fury and power which it possesses when enclosed in a four or five foot embankment above the snr face of the fields, over which it sweeps with relentless fury and devastation when the levee does give way. To our mind the creation of outlets for this in mense volume of water which sweeps down the valley every spring, is the only avenue of es espe from its ruipous invasions. We know t...

TIE PROGRESS. CLEVELAND THE NOMINEE. For the third time in succession, Grover Cleveland has been nomi wated for President of the United States by the Democratic party. In 1884 he, for the first time in a quarter .,f a century or more, was enabled to lreak through the well fortified a protected lines of the Bepublican party and lead the Democratic hosts intothe itadel of the nation,the White House at Washington. After a four years' reign, despite the charges of imugwumpism made against him, he was renominated by his party by ac climation, and though losing this election by a large majority, his own State casting her vote against him, the Democratic party has sufficient confidence in his abihty and strength to make him its standard bearer for another battle against the Republi can party.
