He used a blackboard freely to illustrate. The main points made we present: The rights of laud aud water he lirst considered. Where irrigation is a necessity, all Irrigable lands should baye equal rights to tbe water available for that purpose. The water should go with the land, and the laud must carry tho water. In Italy and Spain the water is sold by measurement, and a like system to tbat in use in the Cali fornia mines he would apply to tbe water of irrigation. As to the quantity of water ueoessary to raise a crop, authorities differ. Exhibits are made to show the actual duty of water, but all results fall short of the theoretical duty. Certainly the De Youngs of tho Curonicle should have been includ ed in the precious list, for I regard them as the real head and front of tbe "incendiary" movement.
