Circular. To Alcaldes and other Civil Officers.. Whereas the Government of the United States being desirous to secure to the Californians the full enjoyment of their religion and religious privileges, and the President of the United States having made it obligatory upon all authorities here to abstain from interfering with any of rgeir church rights or customs, and whereas the rules of their church and (it is said) also their civil laws, forbid any but their own Priests from uniting members of their own church in marriage : -- I therefore direct that during the existing state of affairs, no Alcalde or other Civil Officer will perform the marriage ceremony in any case where either of the parties are members of the Catholic Church in California. Done at Monterey, the Capitol of California, this 23d. day of August A. D 1847, and the 72d of the Independenre of the United States. R. B. MASON, Col, 1st, Drag's. and Governor of California.

Snyder of Monterey, and Timothy Murphy of San Rafael, Commissioners, with full power to examine into and correct the alleged irregularities in the proceedings and records of the office of the late. Alcalde of Sonoma, J. H. Nash, and to settle, according to equity and justice, all questions of title to town lots sold or granted by said Nash. FOREIGN NEWS. ENGLAND. - English papers have been received to the 27th of March. We extract from the "News" as follows: There had been a long and indignant debate in the House of Commons relative to the extinction of the free city of Cracow by the three northern powers. It was thought that the present civil wars in Portugal would be terminated by the interference of the other powers who were parties to the Quadruple Treaty. Famine still raged in Ireland to a terrible extent. Daniel O'Connell was very ill and not expected to survive long. he was about to depart for the Continent by the advice of his medical attendants, though little hope was entertained that be would be benefitted by the change. OFFICIAL. Head Quarters 10th Military Dep't Santa Barbara, Cal. July 27th 1847. ORDERS,} No. 36.} I. For any personal insult offered to any civil magistrate of the country or peaceable inhabitant thereof, or far any trespass committed upon any property, house, orchard, garden or vineyard by any soldier of the United States, the offender will be immediately arrested, confined and reported to the commanding officer of the post or place, who will without delay cause the proper charge to be prefered, and the accused brought to trial. All drunken soldiers will be promptly confined and in no ease will they be released without being brought before a CourtMartial, unless otherwise specially directed by the commanding officer of the post. Proclamation Having reason to believe that many seamen, marines, and others, who have deserted from the Squadron on this station, have been induced to do so by promises which have not been fulfilled, and prospects held out to them which have not been realized, and that they would be willing to return to their duty if relieved from the fear of punishment ; Now, therefore, I do, by virtue of authority vested in me, hereby offer to all such deserters who shall repair on board of any vessel of the United States, previous to the 10th day of October next, full and free pardon for such desertion.
