THE # BRAND BRYAN BILL PASSES Its Second Reading by a Large Majority* It is Now up to the Senate. After two days of warm discus- sion in the House, the Bryan Bill, amending the quarantine law, passed its secoud reading last Wednesday by a vote of 79 to 37. This may be taken as determining that the bill will be passed in the lower house, as the course of a bill after the second reading is purely formal. Representative Ware and other op- ponents of the measure made a stub- born fight against it, but all to no purpose. The most effective argu- ment in favor of the bill seemed to be that the sanitary law is a measure devised to benefit a vague somebody or something which gentlemen were pleased to call the Cattle Trust,and that the interest of the great free people demand that the quarantine line be broken down. That such an argument could have weight with men of average intelli- gence is evidence of the large amount ot ignorance that many members of the state legislature have managed so...

From reports from Cottle county it teems that things are not doing well there. In some places grass is good and water plentiful, but gen- et ally teed is scarce and the range is badly eaten out. Some loss has already occurred and it is liable to be heavier. Tnis week I met a man who had just returned from Jack county. He said that people on the plains were in much better circumstances than those in the lower counties, es- pecially near Fort Worth. While crop prospects are excellent there yet the country does not seem to have come through last year as well as this and many are in bad shape financially. ^ King county is getting in pretty fair shape now and cattlemen are feeling much more hopeful than they were.
