The mesage is interpreted to mean a military occupation at an early date, with a fleet opening the way by a blockade of Havana -or by silencing its defenses. The blockade, if one is attempted, is not expected 'to be of long duration, and the understanding is that the army should follow Immediately in the wake of the navy. So the ships await the action of congress and other steps leading up to a military occupation which they expect to come off this week.
