He figures it out this way: 'The Victorian importers,' he says, 'did not dare to stock up heavily as the Sydney mer chants did, because they did not know on what lines tho now duties. would bo lower than those they were already trading under, and on what lines higher, Therefore, they could not afford to take any gambling risks.
