The Proposed Whipping Act in Victoria. [Newspaper Article] — The Singleton Argus and Upper Hunter General Advocate — 10 October 1874

,The Proposed "Whipping Act in Victoria. Tub I'letitant CretJc IVrtce observes, in 'reference to Mr; Anderson's larrikin 'measure:- —?''? Rather than have all tlus flagellating legi-lutiou placed upon our statute-book, it would be much better for tho Goveniincnt of this colony to gitu up that miserably parsimonious policy that characterises tho adminis tration of the police department. Main taining, as we do, that the young peo ple arc no worse than those, of similar ages in other countries, it is contended ! that any inconveniences suffered now' arc attributable to the sparscUcSs of. the jiolicc force, rather than to any inherent vice in the children. The -parents also require watching and warning, and sometimes fining; and it would be ' fairer to visit the offences on the proper heads than to' break the- spirit of tho ? Victorian boys by needless aiid purpose less barsltiiess. . * ? ? * The fathers and-, mothers of Victoria will , have a little work to do, during the present sessi...
