CITIZEN SOLDIERS AMERICAN PROPOSAL Liindley M. Garrison, Secretary of War, in liia annual report made public to-day (says the "Christian Science Monitor," -Dcccinber II) declares him self to be in favor of a national mili tary policy whereby every man in the United States would have enough mil; lary training to make him a reason ably ^oiul soldier in lime of need. He stands for the establishment of a mili tary reserve force of men in all walks of life, His iiurpo.se is not to invite war, but to prevent it. he says. Another feature of Jus report is his stated belief that the present method of promotion in the army does not pro duee maximum efficiency. Throughout his report the secretary makes reference to the Kood work ae ; eomplished by the army. He calls the j standard hi;;h. and says he is proud of j the service. LAND OF SNOW FROM FAR NORWAY. [Newspaper Article] — Foster and Toora Mirror and South Gippsland Shire Advocate — 2 April 1914

LAND OF SNOW ^ j . FROM PAR NORWAY. ? ' (By 'Harold Spendor, in "Tlio Dally "JCetvs.") Here we arc on the. roof of Norway. Yet we are living a life of simple com fort, well lighted and 'well heated in our two-storeyed wooden hotel, and en joying the most pleasant companion ship. The very snowdrifts that '."bank up our walls really seem quite friend ly and cosy neighbors. ' ' To-day the thermometer showed 23 degrees of frost. But from ten o'clock until two a glowing sun - travelling low along the southern liorizon-fpour ed its rays from a blue sky over the spotless snowfields that surround us! and for those few hours life seemed far warmer and more* genial than in Lon don. . > . . We are far abov all vegetation anil all animal life. S^aiiding to-day on the top of one of the hills that loolt down on this place-which is just a hotel and nothing more -I could see neither beast nor bird; nor hear any ^single sound break the utter stillness .qf the white world around me. v The water fa...

PRESIDENT WILSON AND CONGRESS [Newspaper Article] — Foster and Toora Mirror and South Gippsland Shire Advocate — 2 April 1914

I'll KSIDKXT WII.SOX AND COXfiRKSS Congress pension will probably con tinue into the .summer. I tow much will be accomplished depends on Pre sident Wilson's relationship with Con gress, says "Tlie Times" Washington correspondent. It is extraordinary how he dominates the situation at present. His popularity with the country, his fearlessness, and the adroitness of his political tactics have got legislators spellbound. A motion has been introduced in Congress au thorising the President to nationalise lands containing radium-bearing ores. By the casting vote of the chairman of the Worcestershire Standing Joint Committee, Mr C. IT. Bird, deputy Clerk of the Peace of Devon, -was ap pointed Clerk of tho Peace o£ Worces tershire at a salary of £1000 a year. His rival was Mr H. J. T. M'llveen, deputy town cleric of Birmingham.

THE LIZARD BIRD NEW CHAPTER OF EVOLU TION." Some hope of finding amissing link between two animal,- kingdoms,*- the bird and the wingless quadruped,, is entertained by those now beginning a microscopic investigation of a part of the.booty of the. Scott Antarctic ex pedition.- A wonderful series-of: pen guins" eggs, in every state of Incuba tion, was" secured, and was., sent to Cambridge University. ' .The work of inspection has just begun; and is at tended with 110 little excitement of the scientific sort {according. : to "The Daily Mail"). . As appears on the very page of Captain- Scott's diary ? now opened at the British Museum, the five weeks' expedition in search of the penguins was heroic in the fullest sense of the word. The three men, Dr. Wilson, Lieutenant Bowers,' and Mr Cherry Garrard, set out in the continuous darkness of the winter. They were caught by a blizzard, lost their tent 'for several days, and -only discovered it, along, with their own safety, by a happy chance....

EARLY LONDON MOTORS STEAM-DRIVEN BUSES [Newspaper Article] — Foster and Toora Mirror and South Gippsland Shire Advocate — 2 April 1914

EARLY LONDON MOTORS STUAM-DHIVKX 'IU 'SKK The motor (pays "The Daily Tele graph" of January 35) has invaded many fields in triumph, hut there is one extensive territory which so far it lias failed to occupy. The horse still trots Jt.errily ln-tween the shafts of the tradesman's light van. Mr ID. T. Smith, who, in a paper be fore the Association of Fngineers-in C'harge, at the St. Bride Institute, Fleet street, on "Commercial Motor Vehicles," last, niglu, considered the position with regard to those, stated there was at present no vehicle of which he was aware that was a satisfactory substi tute for the tradesman's light van. When it was discovered, he added, its sales would be phenomenal. It was useless to offer the average tradesman who ran a horse and van a motor ve hicle at .C.'tHO, to carry an equal load lie could not. in most cases, afford the money. For other reasons, it was not satisfactory to offer him a chassis, which was really designed for private work. cial motor general...
