The Returning Board bare made their flaal statement, which, ac ia natural, does not suit those who ooght by fraud and violence to manip ulate and control the politic of the State. We extract the following from the report of the Board, which will I of bterest as serving td elucidate the tan gled state of affair, as well as to bear evidence to the difficult 1task imposed upon the Board. The wanner in which the elections were conducted is set forth as follows: In the first place thu election was very loosely conducted by the Commissioners of Election ; so much so that at but one tenth of the polls in the State were the forms required by law observed.
