Letter from James A. Jasper. Editor Press: In your issue of De cember 24th, under the caption "Cattle men's Association," you publish an in spired article — I say "inspired" for the reason that it contains errors, which you have no interest in cram ing down the public throat, which I wish to briefly notice. The ordinance referred to was prepar ed by the state veterinary and was passed at a night session of the board on the telephone and telegraphic request of Mr. Vail of Vail&Yates and Mr. Wilsie, the board acting on the presumption that a state official would not provide for an appointment not sanctioned by the law, subsequently, however, we learned such was the case. The ordinance was not submitted to Mr. Carter until we attempted to appoint an inspector and fix his compensation, as the ordinance contemplated, then we learned we were "up against the real thing" in attempting "to create an office and fix the salary thereof," without authority of the statutes.
