The Mississippi River Levee bill, in troduced in the House by Mr. Young of Tennessee, provides for the issue of bonds, guaranteed by the United States, to the amount of $45, 000,000,and creates a Levee District, embracing the States adjacent to the Mississippi Eiver, from Missouri to the mouth. A Levee Board is created of five members, composed of three army officers and two civilians, mo salaries 01 tne latter to be ?3,UUU a year each. The Board is required to make a survey of the river and report to Congress a plan for the reclamation of all overflowed lands and those now protected by levees, and the means of such reclamation by levees, cut-offs and outlets.
