Ut§*tmsai\ WEDNESDAY, JANUARY 10, 18C6. LOCAL IHTELLIGENCeT~ A Cold Spell. Yesterday, at about two o'clock, there was a fair prospect that tlie harbor, would be cloned by ice. It was ;with much difficulty that the ferry boats could make their trips between Norfolk and Portsmouth. Below Town Point, the river was blocked up. The steamer Eolus, which left in the morning, for Mathews county, returned about 12 o'clock, being unable to proceed further limn Old Point, in consequence of the heavy drift of ice in the bay. The Thermometer stood on Monday night at 11°, nearly as low as the heavy freeze of Jan. 18th, 1857, when tho harbor was closed, and, as will be remembered, the citizens walked ou a "bridge of ice" to Portsmouth, Fort Norfolk and Craney Island. At 4 .'clock yesterday afternoon, the steamer Milton Martin arrived from Richmond. James Douglass, an Englishman, delivered himself up to Richard Nelson, the jailor, on Thursday afternoon, as the perpetrator of the act of incendiarism committed on the premises of No. 112 Church street, on the morning of the 4th of January. Douglass was taken before thu Mayor, and made the following statement: ''I came to this city ou or about the middle of November last, from New York, under the auspices of Dr. Bell, the emigrant agent; 1 was assigned by Dr. Bell to work upon the Albemarle und Chesapeake canal; 1 left off work after remaining there a short time, and came to this city; having nothing to do at nights, I sought and obtained lodging in the watch house; on the night of the sth of January I wus sent by your Honor to jail, where I remained until discharged; wandering about the city, I was conscience stricken at the act of setting the house ou Are upon Church street, and gave myself up to the jailor." Mr. Rlount, who was accidentally shot on Mondrty morning, iv Port-tnoutli, hy the reckless and crinii nal carek'«news of a colored boy, named Nelms, died yeatei'day morning at four o'clock at his resilience on Conrt street, in Portsmouth. The deceased was btloved by all who knew him. He was born in tlie county of Naii.semfnid, ami before he was ordained had worked til his trade—a jeweler. In 1858 he wus ordained as a minister in the Methodist Episcopal Church, and at the time at his death wrs in the forty-third year of bis age. It appears by the report of the Mayor of Portsmouth that it is a common praotlce among tlie colored people of that city to carry and fire pistols in the streets in defiance of the public laws of the state.
