Surrender of Fort Sumpter. The following is the correspondence in lull between lien. G. T. Beauregard and L. P. Walker, Secretary of War. of the Southern Confederacy, which took place before hostilities commenced : No. 1 —Beauregard to Walker. An authorized messenger from President Lincoln just informed Gov. Pickens and myself that provisions will be sent to Fort Sumpter peaceably, or otherwise by force. No. 2—Walker to Beauregard. If you liave no doubt of the authorized character of the agent who communicated to you the intelligence of the Washington Government to supply Fort Sumpter by force, you will at once demand its evac uation ; and if this is refused, proceed in such man ner as you may determine, to reduce it. W. C. Rives, of Virginia, on the Union. The following is tlie conclusion of a very able speech delivered by Hod. William C. Rives, at Richmond, Ya., on the Bth of March, concerning the act of Secession and the value of the Union : 4> It is in vain that the Southern Confederacy proclaim the free navigation of the Mississippi as a general thesis. Look at the bill recently passed by the Congress at Montgomery, and you will see that while they declare the freedom of the river, they at the same time prescribe multiplied regulations in regard to the trade upon it destined to States beyond the limits of the Confederacy, the neglect or violation of any one of which involves the forfeiture of vessel and cargo, or other heavy penalties. These are felt, and the time will come, and come soon, in case of an adjustment of e isting controversies satisfactory to the Border States, when Tennessee, Kentucky, Arkansas, Missouri and Western Virginia, -vill earnestly unite with Pennsylvania. ...
