It Includes fairly authen ticated returns for twenty-nine pre cincts out of a full thirty-five. The aix precincts still wanting are Azusa, £1 Monte, Fountain Valley, Old Mission, Orange and San Anto nio. The failure to secure a re sponse from these may be attribu ted to a want of publio spirit ou the part of the election officers. We liave written to each officer, but they have one and all failed to re spond. Tbe Herald Steam Printing House is i not surpassed by any Job Printing- office oo the Pacific Coast, outside of San Fran cisco, in facilities for doing Job work Low prices, good work aud expedition may be relied upon at this office. Occasionally some surprise is expressed by our own people that tho tide of immigration which flowed to California iv such full volume up till two years ago has been so much diminished. We fail to see anything astonishing in this. In the first place, tbe drouth of last year was a moat dispiriting inci dent—one wel 1 calculated to repel intending settlers, as much so as the grasshopper visitation was calculated to repel settlers from Kansas and Nebraska, two years ago. Then, worse even than the drouth in its effects upon peo ple abroad, has been the uninter mittent howl we have kept up amongst ourselves—a howl whose reverberations have reached every nook and corner of the country, Ea...
