The Institute of Local Government Engineers [Newspaper Article] — Construction and Local Government Journal — 9 February 1914

The Institute of Local Government Engineers City Engineer J. S. LOUTTIT, M.Inst. C.E. of South . . Brisbane. Chairman of the Queensland Section of the Institute of , Local Government Engineers of Australasia. \ 1 City Engineer Louttit, Chairman of the Queens land Section of the Institute, in a special message to the1 first issue of this journal published in Bris bane, said that the development of Queensland de pended on its districts and towns having the quali fied engineering service. The Avork of the qualified engineer made centres in the early stages of develop ment livable. The Government, recognising the necessity of efficient services, had appointed a Board to advise as to the qualifications of engineers and overseers. This Board was comprised of Hon. A. J. Thynne, M.L.C., Professor Gibson, Messrs. Louttit, Brady, Stanley, Hamley,' Burke, Burstowe and Spowers. MUNICIPAL POO-BAHS. [Newspaper Article] — Construction and Local Government Journal — 9 February 1914

MUNICIPAL POO-BAHS. Following our recent paragraph regarding the action of Bacchus Marsh Council (V.), this letter appeared in the 'Age': — 'I wish to direct attention to another Pooh-Bah municipal appointment now pending. Applications are being called by the Bacchus Marsh Council for the combined officers of secretary, engineer, rate collector, interim valuer (sic!), inspector of thistles, and collector of pure food samples. The salary offered for this 'tit-bit' of a position is £300 a year. It seems a pity they have left out the other offices of sanitary inspector, caretaker of the hall, and char woman, because this could have been taken over by the luck)'- applicant's wife or daughters. The area of the shire is 235 sq. miles. The last municipal valuation is given as £41,f-00, the general rate 1/G in the pound, and the revenue from all sources for 1911-12 £4,(i5S. Of course, for the monumental genius who is lucky enough to. secure the position, and wonderful enough to combine all ...

N.S.W. MASTER BUILDERS' ASSOCIATION. It Should Expand. [Newspaper Article] — Construction and Local Government Journal — 9 February 1914

N.vS.W. MASTER BUILDERS' ASSOCIATION. It Should Expand. Speaking in a friendly and no way presumptuous manner at the annual meeting of the N.S.W. Builders' Exchange, Mr. Thomas Fairweather 1 Chairman), offered' the Master Builders' Associa tion some advice. Whether it is sound, or other wise, is a matter for the Association. The text of Mr. Fairweather's remarks was 'expansion.' He considered that the Association would have to both increase -''ts membership and enlarge its sphere of action. It would have, on behalf of 'mastership' — as Mr. Fairweather put it — to emulate the co operative policy and forceful efforts of the unions. 'The Master Builders' Association,' he concluded, 'is not big enough.' In the course of a speech Mr. G. P. Jones, retiring President of the Master Builders' Association, said that, a great deal had been done on behalf of - employers. More would be done in the future. With regard to membership, great care was taken as to the personnel of the Association. He ...

QUEENSLAND AND THE QUALIFIED. [Newspaper Article] — Construction and Local Government Journal — 9 February 1914

QUEENSLAND AND THE QUALIFIED. Under a backward Local Government Act, no Queensland Shire need employ a permanent qualified engineer, unless, of course, the common sense of the councillors dictates otherwise. Yet Queensland is a State in the developing stage with ample scope for fine engineering service. Those who recognise this are eagerly awaiting the amendment of the Act promised by Minister Appel, whereby Queens land will be brought- more into line with. N.S.W., and even Victoria, where ? the restrictions against charlatanism are by no means too stringent. It is satisfactory to know that the framing of the report by which Minister Appel is to be guided has been undertaken by a competent committee, A practice that has been experienced elsewhere, and one which Queensland, even with a brand new compulsory clause to its Act, will have to avoid, is the offering of miserable salaries that cannot hope to secure qualified service. The majority of N.S.W. Councils have been now educated up...

"PASSING IT ON." [Newspaper Article] — Construction and Local Government Journal — 9 February 1914

'PASSING IT ON.' 'Master Builder' writes: — I was interested^ in your rcently article \ under the above heading. As you very truly said, while there is no gainsaying, the moral right of master builders to 'pass it on,' the way of doing it is the difficult thing. Mr. J. C. Shand, in a letter that appeared in the press some time ago, touched upon a phase of this matter. His view was that when a fresh award is given, and a living wage in a particular industry is declared, then not only does that award change the value of all previous wages ! awards, but it also changes the relative values of : all wages of all other industries not yet dealt with. - In short, it is at every move a breach of what j logicians know as Aristotle's dictum, 'De omne et ; nullo,' and which means 'that which is said of the whole is said of any particular part of that whole, and that which is said- of a part is not said of the whole.'. livery change of award, whether raising or lower ing a particular wage, distu...

A LABOR GRAND COUNCIL. [Newspaper Article] — Construction and Local Government Journal — 9 February 1914

A LABOR GRAND COUNCIL. The Melbourne Trades Hall -Council has adopted the report of the Inter-State Congress of Trades and Labor Councils, recommending the establishment of a Federal Grand Labor Council. Among the objects of the new body are the following: — To pro tect the interests of organised labor throughout the Commonwealth, and to encourage the adoption of uniformity of action in all matters affecting the welfare of the trades union movement; that the powers be to advise in respect to, and, . if deemed necessary, by State council, control or en deavor to prevent any dispute with employers ex tending or likely to extend beyond the limits of any one State, and to deal with matters referred to it by State Labor Councils,.'ihc!uding disputes in con nection with the line of demarcation to be observed by affiliated unions respecting the membership and operations of such unions. Much discussion took place on the question of closer organisation, which was a live subject at the congre...

"MEN FROM THE U.S.A." [Newspaper Article] — Construction and Local Government Journal — 9 February 1914

'MEN FROM THE U.S.A.' After a world's tour, Master Builder A. M. Swcct nam is of opinion that we, in Australia, Want immi grants from the United States rather than what we might comprehensively class as Britishers. He said so much at the annual meeting of the Associa tion, and very earnestly urged upon the responsible authorities — if the Government in their attitude toward immigration can be termed responsible — to take practical action. In the opinion of the master builder — who everybody admits has a solid bump of practical sense, we want workmen of the type that will 'make things go.'. Britishers are not of these, says Mr. Sweetnam. They are too slow, and their presence among Australian workmen is to slow up the latter. The U.S.A. is over-populated. Thousands are leaving for Canada annually. Why, asks the master builder, who has travelled and observed, can't these vigorous, bustling workmen be invited here? ? Mr. Sweetnam is not the first to complain of the slowness of the Briti...
