The Champion of the Seas, with the\x=req-\ mails of the 7th March, and the Victoria, war steamer, with elates to the Stli March, arrived off the Heads within a few hours of each other, on Saturday last. Birtli of an Heir to the throne of France, Previous to the sailing of the Champion of the Seas the following announcement was received in Liverpool, by Electric Telegraph. Paris, March 8th. The relations between the Courts of Sweden and London are growing daily ' closer, and Sweden estranges herself from Prussia in . the same proportion. In revenge for the course Sweden has lately adopted Russia has forbidden the export of meat of any kind, fresh, salt, or smoked from Finland. On the other hand, it is reported that King Oscar intends to lay claim before the Paris Congress to the Aland Isles, as belonging of right to Sweden. , The Peace Negociations commenced on the 25th February; but the proceedings of the Congress are kept sp profoundly secret, that tlie communications addressed to the London papers by their eorresjDondcnts, must be received with extreme caution. Among tlie numerous causes that influence the settlement of new countries, we shall fold few more effective . than natural facilities for internal communication. A great length of time must elapse and enormous expense be incurred in supplying any deficiency in this respect; by the construction of roads; and the time and lahov thus expanded would have been so much added to tlie production of a country enjoying- the advantages of river navigation. It is not in this point of view only, that Australia contrasts unfavorably with America.
