We have had in years past higher water earlier in the season, and high water for a greater length of time than we have had this season. In 1882 our high water commenced in November, and on the first of June following the water was still high, or nearly up to the natural banks of the river. Scott as President of the Pennsylvania Railway on account of ill health caused much surprise to the general public, but none to the per sons whose business it is to be informed of what is going on in the world. These knew, when he took his long vacation abroad, some seventeen months since, that he had broken down, and that Lis physi cians had ordered complete rest for him for a year, if he wished to live.
