NOJTIIUOTE INEBRIATES RETREAT. The annual meeting of subscribers to the Inebriates Retreat at Northcoto was held .on Monday afternoon at the Atheneum. The chair was taken by Mr. F. Mason, late member for Gippsland; and among thoseo present were the -ion, James Munro, presi dent; Messrs R. Balderson, M'I~itosli, M'Lcan, Swift, Purchas, Stillvwell, etc. . The superintendent, Dr. 'Carthy, submitted a . report and ,blanicesheet, but Messrs Balder of Dr. M'CiCrthy's position as against the Obvernment and the Supremoe Court of the colony, and that very little in the way of statistical information as to the work of the institution since the present committee took charge was afforded. BRIGHTON POLICE COURT. FRiDAY, JANUARY 27. BEFORE Messrs Crook and Spark's J's.P. INSULTING BEHAVIOUR. John Launders was charged by Sergeant Ryan with being guilty of insulting behaviour in Bay-street on the 20th inst.   The arresting constable deposed that accused was a most eccentric character, and on the day in question behaved himself more like a maniac than anything else. Accused said he was subject to fits but was now recovering. Fined 5s. G. LOCAL ITEMS. -o- THE matter of the reclamation of the Elwood swamp cropped up again at Monday's meeting of the St. Kilda Borough Council, when the secretary for Lands acknowledged the receipt of another application from the St. Kilda Council that the work might, for certain reasons, at once be pro ceeded with. The mayor said he could not understand why the re quirements of St. Kilda in that direc tion should be so repeatedly ignored. Deputations had waited upon the Ministers, letter upon letter had been despatched, and promises received that the wishes of the residents should be attended to, yet nothing was done. Certain individuals were 'prepared to fill up 'the swamp at their own cost, but the Government refused to entertain their propositions. THE first half-yearly meeting of the Northern Oas Company was held at the offices of the company, Collins-street west, on Tuesday afternoon, the chair being oc oupied by the hon. Thomas Bent, M.L.A.. The directors' report, congratulated the sharcholders on the satisfactory progress that had tIeel made with the foundation of the cumlany, add for the reticulation of the district north of. Preston. The cost. of' laying pipes up the date was £285 Os. 6d., and the cost of pipes from Slater and Co. £981 Its. Id. For the supply of pipes to cover the whole of the public streets at present intended to be supplied, a contract had been let to Messrs. !M'Lean Bros. and Rigg for £3120. The land for the erection of gasworks had been secured at a price of £125 per acre. Since then the land itself had considerably increased in value. It was situated on the railway line, so a siding for the carriage of coal would be easily erected, and would be a gieat saving to the company. ...
