Oswald Directs Policies For Student Participation President Has Urged Student Participation by John Casciotti Student Commonwealth Campus Member University Council More than nine months ago President Oswald released a directive that carried great potential importance for every Penn State student. Yet I'm sure most of the students reading this article have never heard of it. It established a set of principles for student participation in academic affairs. These principles were developed by the University Council at the President's request. It was the Council's first order of business after being formed early in 1971. On The Move Conning to Behrend University Park (APS) —The Press Association's tabloid magazine supplement to Commonwealth Campus newspapers, Penn Staters' ON THE MOVE, will be distributed at the Campuses during the second week of April. "It's our intention to put a copy of ON THE MOVE into every student's hands," said Press Association President Arthur H. Kavanaugh. A press run of 16,000 copies has been set to insure maximum readership. . The premiere issue of ON THE MOVE, a 20-page, 12 by 16 publication with a two page State College area map and spot color, was distributed at the Campuses last April. Its coverage not only included articles on University Park registration, off-campus living, fraternities, sororities, football games, a historical review of Penn State and information from the Office of Student Affairs, but also informative advertising from many local apartment complexes. Security Changing Captain Skidmore, formerly of the Behrend Security force, has moved to the Commerce Building to take over the Erie office. The force has acquired a new mobile patrolman, Robert B. Sauers, the newest in a series of beatmen who have been hired in an attempt to form a fairly permanent squad. The beatmen have tended to come and go quite often in the past. Kochel Announces Plans For 6-Man Task Force To Formulate Behrend's Academic Future by Doug Leichliter Managing Editor Irvin H. Kochel, Director of the Behrend Campus, announced the formation of an academic planning task force for the Behrend Campus before the Faculty Senate at its meeting January 13. Kochel read part of a letter from John W. Oswald, President of the Pennsylvania State University in which Oswald said, "I concur in your appraisal of the need to strengthen academic planning at the Behrend Campus and to buttress the campus for its changing role. . .such a transition, however, will not be easily made nor can it be accomplished without sound academic planning and a realistic reassessment of programs and priorities." Expansion Plans Temporarily Halted and finances the buildings, utilizing state funds. GSA borrows the funds and the State Legislature repays the money. The University, said Holderman, places "the highest priority on academic buildings." Classroom buildings provide the foundation for the Campuses with labs, faculty and administration officesa library and classrooms. "It's sort of the bread and butter part of the operation." Beyond that, a physical education facility and a student center are planned. Dormitories are "a different matter," which Holderman said are classified "self-amortizing". Trustees, the administration is not making any "formal" plans. Editorial Opinion Task Force Brings Academic Planninq Behrend Campus, as part of the Pennsylvania State University is finally becoming of age. At least such could be inferred from the recent decision to appoint an academic planning task force to adequately develop the academic future of Behrend Campus. It would appear that for a long time, the commonwealth campuses have been viewed by University Park as mere staging grounds for students. No more has been invested in money and planning than has " been necessary. This attitude apparently began to change with the decision to make Behrend a four year academic institution. This permitted Behrend to adequately utilize its unique position in the northwest corner of the state. Letters To The Editor Dear Editor: Last term the Behrend Collegian ran a story concerning the problems the campus was experiencing with the Audio-Visual Aids Department. Mr. Claridge promised that with the hiring of a new specialist the situation would be resolved and we students would receive the services we are paying for. So far this termthe hoped-for improvements have failed to materialize. In fact, the quality of Audio-Visual services has deteriorated to the point where it seems a joke. Last " term, even with half of the Language Lab booths out of order, it was occasionally possible to make use 'of the lessons. This term, as anyone taking a language will affirm, the lab is virtually inoperable. We were promised that the entire lab would be overhauled and in perfect shape. Why wasn't it?
