The Reconstruction Policy' The recent proclamation of President Johnson relative to the status of the Southern States may justly be regarded as the most important he has yet issued. It establishes what the policy of the government will be, not only in Virginia, bat in all other Southern States, the action in Virginia being taL-n as a precedent. The proclamation or order issued, was substantially agreed upon at the last Cabinet meeting held by President X-in-coin, that on the day of bis death, at which General Grant was present, and in regard to which several members of the Cabinet expressed much gratification. Calhoun, and although it failed under his influence in the government when met by the patriotic stubborn nos of Jackson, it has nevertheless existed in the slave States, corrupting the minds of Southern politicians, until it culminated in open rebellion. The English Government is represented there, not only by local officers, but by Admiral Hope’s fleet, all of tv horn mist know that there is no such Government or pretense of Government as that which the Stone wall profess to represent; and, in addition to this, -the late Proclamation of President outlawing all such pirate vesels must be well known in the Bahama waters. If ever there was a moment when vessels of the class and character to which the Stonewall, belongs could, with any show of tight be permitted to enter and depart from Brithsh ports, without compromising British authority or committing an outrage on friendly relations with this Government, certainly that time has passed.
