Conflagrations In Russia. It is no exaggeration or figure of aponch to say that Russia is burning, says the ' Heralds' St. Petersburg's correspondent. Thero is hardly a pro vinco from whioh news does not arrive of extraordinary disasters. The two large towns of Vitebsk and Penza huve been almost entirely destroyed by fire.
