The Institute of Local Government Engineers VICTORIAN LOCAL GOVERNMENT. Message from Minister Hagelthorn. Minister Hagelthorn, who administers the Local Government Act in Victoria, was asked to send a message to local government authorities through this journal. He came straight to the point. '1 Avill say,' he Avrote, 'that if after you have, raised all the revenue that can reasonably be raised in' your municipality, and still find you have not .sufficient funds to carry out works necessary for the ratepayers in an efficient manner, you should endeavor to amalgamate with adjoining municipali ties, secure the most competent municipal officers available, and pay them well. No good man can be kept long unless he be paid well, and no muni cipality with a small revenue can afford to secure first, class officers.' Next week a resume of Victorian local govern ment from its genesis, written by the Minister, will appear.

COUNCILLORS' TRAVELLING EXPENSES. Regarding the Travelling expenses of councillors, the N.S.W. Local Government Department has re plied to Tomki Council: — (1) That if a councillor has two places of residence within the Shire he is entitled to claim expenses from that one from which he leaves in order to attend a meeting of the council. Jf one residence is nine miles and the other fourteen miles from the place of meeting he is not entitled to charge fourteen miles if he, as an actual fact, travel oniy nine iriiles. The question in each case must be decided on the facts. (2) In the report of a discussion which is for warded with Mr. Nome's letter, Councillor Pidcock is reported to have said, 'the amount claimed was compensation for the time sacrificed in the shire's interest.' That is an entirely wrong view to take of the allowance. The truth of the old adage regarding the conse quences of putting a beggar on horseback was well exemplified by the following letter received recently by Moree Council (N.S.W.), from Ashton, Secre tary of the Municipal and Shire Employees' Union : 'I am in receipt of complaint that you are not paying the rates as set out in the award, and, lurtner, tnat your Council says it is in ignorance ?of the same; If that is so, and your Council sjiould attempt to adopt that cloak, I would ask ^v you did a man commit a felony. or .any other violation of. the law, would you excuse him with his excuse of ignorance of same. * Now, for your information I may inform -you that you should have a copy of award hung up in a conspicuous place, and, further, time sheets and wages board.'
