London , March 7 . —Mail advices received here from Kabul say the ameei of Afghanistan lias divorced all but four of his wives . The divorced women are allowed to remarry at their pleasure , and the ameer has promised lifelong support to those who do not marry again . He has also decreed by beat of drum that none of his subjects shall hereafter have mora than four wives , and that all in excess of this number must be divorced . The ameer is also siippressing evildoers with an iron hand . In a recenl proclamation he ordered that anyone convicted of taunting another on account of his religion shall be blown from a cannon s mouth . This punishment has already been inflicted . Winder , one of the most prominent government officials in the west , died of cancer at his apartments at the Millard hotel Friday , aged 80 . Capt . Winder won fame on the battlefields of the Mexican and civil wars , and for eighteen years has been allotting agent of the land department at Rosebud Agency , S . D . He was a brother-in-law of Admiral George Dewfiy , and has a son , William Winder , who is in command of the Michigan , now stationed at Erie , Pa . He leaves a widow who was a daughter of ex-Go v . TEN MEN DROWNED Capsizing of Ferryboat at Spiers Falls , N . Y ., Throws Thirty Men Into Water . SWIFT CURRENT KILLS MEN Logs and Ice in River Strike Flat Boat and Create a Panic , Which Tips Boat and Dumps Men Into River . ( ilens Falls , N . Y ., March 7 . —By the capsizing of a flathoat used as a ferry at Spiers Falls Saturday a number of men were drowned . How many lives were lost is not yet definitely { known , but it is reported that ten perished . Tlie scene of the accident is remote and but few details have as yet reached this place . According xto one report 60 men were on the Boat . The current was very swift and a mass of ice and logs struck the craft . In the confusion the boat was tipped over , throwing the occupants into the river . Search is now being made for the missing , many of whom were swept down the swift stream . At Least Ten Drowned .
