The people of this nation, next to the advent of peace, will hail with transcendent joy the work of retrenchment. No nation on this earth ever submitted with more patriotic devotion to the burthens that war iu-ings in its train, than have the American people during the four years of strife and bloodshed that have attended the great Rebellion just now crushed. The financial policy of the government has been wise and has met with a patriotic response from the popular heart and purse. The debt of the government, large as it is, that has accumulated under the exigeneies of the war, is chiefly owing (o American citizens. Our bonds have not been thrust upon the European markets.. Although these, as duties to civil Government, are closely associaled. yet they are not to be confounded with each other. Allegiance is the obligation that the citizen owes to tbe Government; obedience is the actual fulfillment of this obligation. The one may be considered, as in the mind acknowledging the obligation; the other, as in the conduct meeting its requirements. Allegiance is nat~ ural or implied, in the case of all who are born under the Government, It is express , when the obligations of citizenship are formally assumed, as in the naturalization of aliens. OOWINO, K.Ulof- Get Out of the Way The proclamation just issued by President Johnson relative to the,rebel functionaries in the State of Virginia is clear, pointed and sweeping. It marks out the exact policy of President Johnson on the vexed question of reconstruction. He shows this step that he wholly ignores the rebel State officials throughout the South, and is determined to make short work of them and their pretensions. This is a sufficient answer to the impudent proclamation just issued in North Carolina by the rebel Governor Vance, who, by the way, General Schofield so neatly wiped out by his proclamation issued on the game day with Vance’s. President Johnson thinks that the time has arrived for bold and decisive action against all assumptions like those of Vance, and therefore he denounces all persons in Virginia attempting to exercise any civil or other authority under Jeff.
