DISTRICT JUDGE FOR SACRAMENTO. We make the following extracts from a document about to be presented to the Legislature, by a gentleman who is a candidate for the office of Judge of this District. There will be found many paragraphs containing "more truth than poetry," and many also which give a common sense notion of how justice should be administered in our law courts ; The Judiciary ought not to be dependent upon political, partisan strength. I most sincerely believe in preserving the sacred character of the Judiciary untrammeled by pledges, unmoved by political excitement and uncontaminated by party influence and sometimes party corruption. OUR SENATORS AND REPRESENTATIVES. Much anxiety is manifest among men of various party denominations in this country concerning the admission of California as a State, and to know whether two representatives will be admitted to seats in the House. That the refusal of Congress to recognize the election of but one would seriously affect the interests of California, is too apparent to every one, and while it is confidently expected that our right to the full representation of the members elect will be conceded, there is just ground for apprehension of defeat on account of the vote of the State at their election, which, unfortunately, constituted but a plurality. We cannot well determine how this or any other untoward event can throw out our claim to a second representative ; and as this is not the first instance in the history of our Republic where a State has presented itself for admission, making manifest necessity for the joint representation of two members in the lower house at Wash...

From the Weekly Tribune of Nov. 10. Printers' Strike in Boston.—Boston, Sunday, Nov. 4. 1849.— The Printers of Boston struck unanimously on Saturday for their New Scale of Prices. Most of the proprietors have acceded to their terms. Some threaten to stand out. No journeymen Printers are wanted in Boston. Determination prevails among the Journeymen. Yours, W. [The Boston Journeymen's Scale of Prices is almost precisely like that of the New York Journeymen, which we have paid for seven or eight years past, and it hasn't hurt us a bit. Living in Boston is quite as expensive as in New York, and there is every reason that journeymen should be paid as well. We most earnestly hope the journeymen will be able to maintain their scale. England. — The London Times of Friday, Oct. 19 contains an able and interesting letter from Lord Ashley, on the necessity of extending the improved houses, which have been built for the laboring people in various parts of London, so that the entire poor population may enjoy their advantages. Ireland—Tenant Protection Societies.—In the County of Kilkenny local societies are in course of formation, one of which, established in Callon, has the following objects: 1. To use every legal and moral means to obtain fair rents—rents just to the landlord, just to the tenant. 2. To secure the recognition of tenant right. 3. To provide for the employment of the laboring classes. THE GOVERNOR'S MESSAGE. This is a smoothly written, as well as an able paper, and one to which very few exceptions can be taken. After expatiating upon the new and extraordinary circumstances under which the Legislature has assembled, the Governor proceeds directly to business, and urges upon the Senators and Representatives of our infant State the necessity of prompt and efficient action. Among the first duties of the Legislature, his Excellency refers to the adoption of a civil and criminal code of laws, and recommends the following codes : 1. The definition of crimes and misdemeanors contained in the Common Law of England. 2. The English Law or Evidence. 3. The English Commercial Law. 4. The Civil code of the state of Louisiana. 5. Through the negligence of some one who undertook to bring us letters and papers from San Francisco, we are without any later proceedings of the Legislature than those we published last week. We understand, however, that not much progress had been made in either House.
