Couts, who came up from San Diego on Monday last, for a copy of the Panama Star of Dec. 23d, containing the President's Message to Congress, delivered on the Gth ult. An abstract of this important document, is all that our limits will permit: The President alludes to the unadjusted difference existing between the governments of Great Britain and the United Mates, upon the interpretation of the first .article of the convention of 1818. in reference to the fisheries upon the coast of tho British Provinces of N. In the uncertainty as to the Tehuantopcc j route, produced b'7 the delay of the .Mexican i authorities, other' companies have eagerly entered the field—applied for and obtained important privileges for the opening' of an interoceanic route at points farther north than Tehuantepec. That by way of Vera Cruz, Puobla and the River M'escfila, which was granted to Col Ramsay and associates, has proved, by careful surveys, to be entirely practicable and may be made available for a comparatively small outlay of capital.
