INUNDATIONS IN GERMANY. Dresden Jan 29. The Elbe has again overflowed. The violent and ceaseless rains with which we have some time been visited melted the snow in our mountains, and pour- ed such a mass of water through tributary streams into the Elbe, that even on the 26th, the river gauge showed 10 feet above 0.
