RATES. Cr. Rigby. stated they had received £26,o79 3s. out of £26,873. 18s.,     leaving a total outstanding of £794 5s. T his was 97 per cent of the whole. This w as very good, and compared favorably with other muni cipalities. The Mayor said it was exceptionally satisfactory, and he congratulated the officers on their dili gence.

COWARDLY FOOTBALL BARRACKERS. This season many disgraceful inci dents have marked the progress of the football matches in and around the city, and on Saturday another of these occurrences took place1 this time at Hawthorn. Such happenings cer tainlw do not incline one to believe that football brings out the best quali ties in players or spectators. Baffled at the failure of their team these cowardly ruffians 'sought to wreak vengeance on a defenceless man. Some larrikins are very brave when backed up .by a certain amount of courage in the shape of an overwhelm ing number of supporters, and revel in indulging in such despicable con duct. Irresponsible as the perpetra tors of these offences undoubtedly are, still the stigma of their brutality is shouldered on.to more sober adherents of football. SWINBURNE TECHNICAL COLLEGE. In our last issue we published a short resume of the public life of the Hon. George Swinburne, founder of the Eastern Suburbs Technical School, in the course of which we made mention that the school had cost £7o00. This was somewhat confus- ing, inasmuch as we intended to con- vey that the cost of the original build- ing was that amount. We have been supplied with figures, which are as follows :— Main building, £7000 ; School of Domestic Economy, £3200 ; Junior Technical School and new Art Studios, £2700 ; Plumbing Shop and Gallery, £469 ; Engineering Depart- ment, £2140 ; total (excluding fit- tings, £15,509. Of this amount Mr. Swinburne and his wife have contri- buted over one-third, so the munifi- cence of the benefactor of the College is still more pronounced.
