Proceedings of the SenateT ': - In tl\e United States Senate Yesterday (Feb. 28) a resolution was adopted calling on the President for information relative to the reported offer of Great Britain to refer to some friendly Power for arbitrament tlie misunderstanding- growing' out of the Clay ton Bulwer treaty. No offer of the kind has been made, though it appears that Lord Clarendon directed Miv Crampton to | read to our Secretary of State a portion of a despatch wherein a conversation on the sbbject of arbitration, between Lord Claren don and Mr. Buchanan was mentioned. The despatch alluded to was received by Mr. Crampton. some time last autumn, and the part referring to arbitration was not, communicated to Mr. Marcy until Wednes- | day evening last.
