James Cooper has writteiik letter to somo gentlemen of PhiladelmKS upon the subject of cheap postage. _Sg not only _^ warmly opposes the suggcsjH that the vales of postage should _be|H creased, (as was proposed by the bifflp last session,) but advocates its still furtnit reduction—cither by a direct tax or by the Government selling stamped envelopes for the price of stamps. He denies that the Postoffiee Department has a right to be made; a self sustaining institution, any more than ' the Judiciary Department, for he says the duty of a Government to afford a remedy for the deprivation of rights and the _repress of wrongs, is no more necessary to the welfare and happiness of the people, than the duty of providing * _ttiem with sufficient mail facilities and cheip postage.
