O .. makes inquiry as to the authority of the trustees of a township to construct an improved road ; as to whether or not they are compelled to so construct or improve a road on a petition signed by tax payers , and as to whether or not funds to pay for the same are raised by township levy or otherwise . C . H . A . undoubtedly refers to the powers conferred by R . S . 4686-1 to 4686-26 inclusive . These sections provide that upon presentation to them of a petition , signed by one hundred , or more , taxpayers , praying for the improvement of any public road within the township , the trustees of that township shall submit that question to the voters at the next regular eleetlon .
