The Department of Agriculture , is trying to discourage the manufacture of skim milk cheese . Under the pure food law such cheese must be plainly labeled before being offered for sale . ; The difference between cows making 125 pounds of butter per year , and those making . 300 is the difference between profit and loss in the dairy business .
