LDBUGS WERE SURPRISED '-Ob Usual Blnuf at Investigating the Affairs of the Pacific Roads. ASH] NCON, Feb. 13.-The friends of ariff bill met an unexpected repulse afternoon when, by the decisive vote yeas to 29 nave, the senate defeated motion of Morrill, chairman of the ce committee, to take up the tariff The negative vote which defeated the motion was given by demoerats, pop ullte and four republican senators, viz: •T er, Mantle, Dubois and Carter. The sative vote was entirely republican, Its total of 21 is lese than half the gate republican strength. Morrill'e n had been anticipated for some dj, but it was not pressed, pending the omsideration of the urgent deficiency appropriation bill.
