This bill is believed to be the preliminary step in an effort to raise the postage rates on oil newspapers and other periodicals. The scheme is this: to reduce letter postage to 1 cent, and then, on the plea that the Post-office Departmcntshould be made self-supporting, to raise the rates on newspapers, magazines and books. In othcrwords,thcreal object is to kill off cheap literature for the masses of the people.
