London, Sept. 2!). —The meeting of the British Cabinet, on whose deliberations. practically, hangs war or pence In South Africa, began at 1 o'clock this afternoon. President Kruger's reply to the imperial government has now been received and la the pivot of today's discussion. The crowds began to gather in the vicinity of the foreign office as soon as 11 o'clock. Mr. Joseph Chamberlain, the secretary of state for the colonies, drove ,to the colonial office at 12:15 p.m. As he passed through the crowd assembled in Whitehall he was greeted with cheers which were renewed when he alighted.
