Latest from the United States and Europe. By the U. S. propeller Edith, Captain Couilland, which arrived at this port on the 28th inst., in twenty days from Mazatlan, we have later intelligence from the United States and Europe. Through the politeness of Gen. P. F. Smith's private secretary, we have been permitted to peruse and extract from the New Orleans Picayune of the 19th March, the N. Y. Sun of 24th March, and N.O. Commercial Bulletin of April 6. We give below such interesting intelligence as we could find. The account of the cabinet which we published in No. 19, taken from El Monitor Republicano, proves to be correct. The excitement relative to the gold discovery seems not to have abated at all. The papers are filled with accounts of companies forming, vessels sailing, and other preparations, a tithe of which, were we to publish them, would fill our little sheet. Europe. By the English papers we have glanced at, affairs in England and on the continent, appear to have been in a quiet state. Trade generally was dull, though the news of the gold discovery was producing some activity. The Gold fever is unabated in Europe. The French Government have dispatched French Engineers to California with the object of survecying the talked of discoveries. There has been several severe fights in the Punjaub between the English forces and the Sikh troops under Shere Singh. The English have finally concluded to annex the Punjaub The following copy of a private letter received by a gentleman of this place has been kindly furnished us for publication. We can find nothing in the newspapers which corroborates the statements it contains, and we, therefore regard that portion relative to the action of Russia as unworthy of belief. ALTA CALIFORNIA. SAN FRANCISCO, WEDNESDAY MAY 03, 1849. A Provisional Government. — lt now becomes a matter of necessity with the people of California, to decide whether they will longer allow this country to remain without a Government. The present state of anarchy (for we can call it nothing less,) is much to be deplored and is easily remedied, by united, vigorous and immediate action. We therefore recommend that public meetings be at once held in the various districts for the appointment of delegates to a convention to form a state provisional government, and that such convention be held at the earliest practicable day. REVENUE LAW OF THIS DISTRICT. We call the attention of out citizens to the Revenue Law for this district which we publish in this day's supplement. In its main features we consider it quite unobjectionable and we are pleased with the energy and patriotic disposition shown by the new members of the legislative body, in carrying through this measure, and endeavoring to produce some form from the chaos that surrounds us. It is almost impossible to predict with certainty the workings of this law, but we regard it as easily susceptible of change, if it shall be found onerous or unjust in any of its provisions.

BALL AT THE PARKER HOUSE. The crowded state of our columns has prevented until now any notice of this event, and we trust our readers will pardon our seeming neglect. The Ball was given by the proprietors of the New Hotel on the occasion of its opening, and the festivities presided over by a gentleman, who though late on some other occasions, was prompt enough on this. The room, which by the way, is the most spacious and magnificent in the country, was graced by the beauty and loveliness of many lands. The staid mitron and quiet maid of our own Atlantic States — the gay and sparking daughters of Erin, and the beautious gazelle-eyed maidens of Alta California shone conspicuously in the dance. Some of our most distinguished citizens were in attendance with their families; while the showy uniforms of the Aimy and Navy glistened in all parts of the room.
