ADVICES BY THE BALTIC. The Baltic, from Liverpool, arrived at New York on the 24th of January, the day of the sailing of the New York, and brings four days later advices from Europe than tho^e' brought by the Africa, the latest preceeding arrival. New York, January 24. The Collins mail steamship Baltic, Captain Comstock arrived at 10 o'clock this morning. She left Liverpool at a quarter past 2 o'clock on Saturday morning, the 13ih instant. It is asserted in accounts from Berlin that Count Nessel role had declared to M. de Seeback that in his opinion Russia has made, in the circular of 22nd December, the last concession she vrould or could consent to. It is stated that the first period allowed to the Cabinet of St. Petersburg for deliberation on the Austrian proposi tions has been extended from the 5th to the 8th instant, and the seeond from the 8th to the 18th instant. We learn by telegraphic despatches from Vienna and Berlin that Count Stackelberg, who is the bearer of the Russians...

Various orders sent off from head-quarters would seem to indicate the resolution to abandon the Crimea altogether, for a part of the troops are ordered to march for the Cau casus to re-inforce the corps of General Mouravieff, whilst others have orders to join ^.the'Grand' army of the centre,' under General Rannitive. Falkitiburg, Captain Metzgar, which arrived yesterday from San Francisco, we have news irom Liverpool to the 12th of January. The uegociations for peace appeared to be going on, and so also were prepara tions for carrying on the war with greater earnestness. We take the following from the San Francisco j jc? ai'a Since our last advices from the Atlantic States, three European steamers have arrived at New York: the 'Washington, Africa, and Baltic- The last of which, the Baltic, brhigs dates from Liverpool to the 12th of January. SWEDEN. The Daily Neivs says : Mr. Cobden lios asserted, and of course his party will 'be ready, to echo him 'there is.no greater delusion in the world than that which .attributes to the Russian people a desire to over-run and -occupy, in the spirit of the ancient Goths and Huns, any paxt of western Europe.' The cabinet at Stockholm has at least as good opportunities of learning- the real intentions of Russia as Mr. Cobden, and .the Cabinet has just declared, m the most, unequivocal manner, that it knows Russia intends to overrun and occupy a part of its territory. It has declar ed this, not in words merely., but in action. It has been: induced by its knowledge, to take a step which cannot but be resented by its .powerful neighbour. The Swedish Government would never have incurred such a risk, had it not been convinced that there was still a greater danger to be incurred by abstaining from the step it has taken.

' Kiel, January 8. — We still have open water, and there is no interruption to the activity which, for the last ten days lias so universally prevailed between the lower ports of the Baitic and those of Russia which, notwithstanding the winter, are stili accessible to trading vessels undor can vass, although it is not long since the weather in those regions lias become too severe lor tlie war steamers ot England, and it is hoped that those English merchant vessels which their owners and charterers have still ventured to despatch to Memel, Koniugsburg, and other deposits of Rusian produce, may not fall a prey ..to some of the cruizers of the Czar, while the protection they had a right to expect from the British navy has been so prematurely withdrawn.
