We observed a petition in circulation in Lawrence the other day for signatures, praying the Territorial Legislature to le galize the bogu3 City Charter of Law rence. The Legislature might, with equal propriety, legalize the Lecompton, or the Topeka Constitution. The Char ter was framed by a few individuals out side of any law. Bnt a very few partici pated in getting it up ; it was endorsed by but 120 votes out of the 700 or 800 with in the city limits ; the officers under it were elected by a like minority of the people, and all its acts have been gross usurpations which the people have not recognized. The editor, in his notice of the town, neglect ed to mention, probably because of his great modesty, that one of the best and most reliable Free State papers in Kansas is published, at that place, with the title of the" White Cloud Chiefs SolMllleb, Esq., being editor and publisher : " White Cloud is situated in Doniphan County, Kansas, on the west bank of the Missouri River, about two miles below the Nebraska line, 50 miles, by river, from SL Joseph, and G15 from St. Louis. It was named after Ma-hush-kah. or White Cloud, a celebrated Chief of the Iowa tribe of Indians, who died a few years since, near the Missouri, in this County.
