Recent advices from the East develope the fact, that the businesmen and capitalists look with much suspicion upon the course of the British Ministry concerning our intestine troubles; The fact that underwriters had advaiflß the war premium on risks to 5 per cent., is exceedingly significant, The state of of feeling excited by these matters, is well portrayed in the following extract from the New York correspondence of the Alta ; If the people of the United States justified Secretary of State Marcy, in tendering passports to Sir John Crampton, and the three British Consuls, in 1854, they would still more unanimously applaud a similar policy towards Lord Lyons, 011 the part oi the Lincoln Administration.
