State Convention. At a meeting of the Democratic State Central Committee, held at Sacramento on Wednesday, January 18th, 1800, it was Reaolred, That a State Convention of the Democratic party be called to meet at Sacramento, on Thursday, the 29th day of February-, A. n. 1860, at 12 o'clock, M., for the purpose of electing delegates to represent the party in the National Convention, to be held at Charleston, S. C, on the 23d day of April, A. n. 1860. Primary Elections—Should they be Legalized ? This is a subject fraught with great vital importance to our entire Community, and should receive the earnest attention of our present Legislature. More than one year ago we advocated this very law, but failed to elicit the proper aid from the Legislative body. We were fully sustained in our views, nt that time, by some of the ablest men in our State, but without avail. In looking over Gov. Weller's last Message we find that he again calls upon the Legislature to act in the premises—insisting, as it were, to be their imperative duty; nnd we honestly judge his views correct. He says: "The attention of the Legislature has again and again been called to the necessity of extending the general laws over what are usually called '-primary elections." "In a State where political parties arc organized, and one has a decisive majority, in point of fact, our officers are elected at these "primary meetings." Truth Never Dies. Gov. Wise, in a recent message to the Legislature of Virginia, thus states the reasons why Brown's sentence was not commuted : "To hang would he no more martyrdom than to incarcerate the fanatic. The sympathy would have asked on and on for liberation, and to nurse and sooth him, whilst life lasted, in prison. His state of health would have been heralded weekly as from a palace ; visitors would have come affectedly reverent, to see the shorn felon at his "hard labor ;" the work of his hands would have been sought as holy relics j and his partycolored dress would have become, perhaps, a uniform for the next band of impious marauders. There was no middle ground of mitigation. To pardon or reprieve at all, was to proclaim a licensed impunity to tbe thousand fanatics who are mad only in the guilt and folly of setting up their individual supremacy over law, life, property, and civil liberty itself. Public Meeting. Tehama, Jan. 13, 1860. The people of Tehama met in mass this evening to express their indignation at the action of the Democratic caucus in nominating Gov. Latham for Senator. Judge Newell Hall was called to the chair, and S. W. Galland was elected Secretary. Loomis Ward, Esq., presented the following resolutions: Resolved, That the nomination of Milton S. Latham as a candidate for the United States Senate, by a Democratic Caucus of the members of the legislature, is a gross violation of public confidence, an outrage upon the people which merits and does receive our unqualified condemnation.
