THE WEATHER. A TIMELY BAIN FALL. On Sunday there were indications of a change in the weather. A light shower fell just about noon, and in the evening there was a good sound dust storm, followed with a Bhower. On Monday there were one or two light showers, and at 7 o'clock in the evening there was a heavy shower. Showers continued during the night, and 104 point3 of rain were recorded on Tuesday morning. On Tues day night there was another good shower, and since then the weather has been delightfully cool, The rain came in a most opportune time for the vineyards, .aB the vines and grapes were beginning to show the effects of the drought. ALLEGATION OF COMMISSIONS. An unusual Army scandal was re vealed yesterday by the detention of a larse number of non-commissioned of ficers in the Guard regiments quar tered in various parts of the country (says the "Dally Express" of November 27). The "Express" understands that over twenty non-commissioned officers con nected with the commissariat depart ments of the different regiments were placed under arrest owing to allega tions that they had accepted commis sions on orders for stores. Some of those detained were brought to Lon don from Aldershot nnd Windsor, while others were taken from their bar racks in different parts of London.

In Africa, for instance, explained M. Perrier, there are only 400,000 ele phants left, and they are being killed at the rate of 40,000 a year, whereas their rate of reproduction is slow.
