THAT BUILDING ACT. That modern building Act for Sydney has been so often 'about to be passed,' that any mention to that effect now is sufficient to induce scepticism. There has not been a Government or ;i council that has failed to observe the traditional custom of solemnly promising1 to displace the present mildewed Act by a brand new one. Incidentally there has nol been a Government or council which has not failed to honor its promise. It would appear, how ever, that Lord Mayor Richards, a professional man, who has no doubt frequently felt the pinch of the old measure, means business. RUBBER ROADS. A Melbourne gentleman, with the fragile name of Glass, predicts something better than that class of road surface. In his opinion we will shortly have rubber -roads. Experiments in England and America, have, he says, been successful. What a bouncing old world this will be to be sure! No more suicides by throwing oncseli from the nth storey to a relentless asphalte pavement. The man or woman who does that will be in danger of emulating the aviator who. garbed in a rubber out fit, fell 1 6,000ft. — he is bouncing yet. THE PARABLE OF THE BISHOP'S PALACE. And it so happened that a fire came to Goulburn and consumed the Bishop's residence. This was not remarkable. Bishops and such like are ever revil ing fire. Then shall the fiend, when opportunity offers, hit back. And great is the destruction. Even in this case it were so. ? 'The dear bishop'— .we learn from the 'Southern Churchman' — 'was rendered homeless,' and all looked black as the Valley of Despair. Wherefore our sympathy is with the Bishop and his nock, and our supplication is that the movement to erect another palace will be successful. That, however, is only a detail — a mere detail. The main point, in our humble opinion, is that the Goulburn flock, in a sense, is practising sweating by offering fifteen guineas for a design! Now what we want to know is this: What qualified architect, unless impelled by religious mania, is going to compere for that reward. THE POSITION IN VICTORIA. It is to an extent satisfactory to note the trend of thought with regard to the slum evil and better housing conditions in Melbourne and suburbs. It has long been a stereotyped reply of municipal councillors, that we have no slums like those of other countries, and a good many people are disposed to accept the asser tion. Lately, however, such startling dis closures have been made as to show that while slum life here may not yet be as bad as in other places, in proportion to the population, it is becoming almost as prevalent, and threatens to be an evil which it will be difficult to stamp out. It is good for public men to speak upon such questions -as these, and. good for municipal councils to discuss them. But what is better, and in fact imperative, is action.
