The system oF promotion, increment, and indeed, things gene rally under the Public Service Act, seem indeed so complex that we do not wish to understand them. It is sufficient to say that the present system has produced dissatisfaction, nnd a sonso of wrong in every department of the State. Railway gatekeepers, warders, letter-carriers, sorters, school teachers (male and fomnlo), and civil servants, from the highest to the lowost, are dissatisfied, and complaint is rife. The general nature of the disaffection would seem however to indicate that it is not in the present instance the dissatisfied few that always appear when any change is made, but it is the whole body of State employes suffering under a feeling of having been harshly dealt with.
