THE I LLINOIS FRE E T R ADE R . TWENTY-SEVENTH CONGRESS. SECOND SESSION. Thursday, June 30 Senate The In jiiau appropriation bill was received from .lie house and referred to the fi nines com miltee. A number of private bills were read a third lime and passed. Mr. Sim mons, of It.-1., presented a report from the committee on manufactures for the ad justment of the tariff. The report comes with a bill which provides for a rate of duty of 2j per cent, upon the home valuation. The principles of home valuation are s'ettled in the bill by the prices of goods for two years past ; and these valuations are to be examined every two years and regulated by the price of two years preceding. The bill to remove certain, cases from the state to the federal courts was taken up, and Mr. Wright addressed the senate for more than 2 hours in opposition to the bill.
