If the Chicago Times understands arighf-the Northern Pacific bill reported favorably upon by S^ator Mitchell's committee in the senate,'there is aheaffr Tht-riffiig' holders of the Northern Pacific railroad are endeavoring to obtain an extension of time in which to complete it under the terms df the original bill,—asking no money, and no favors but the time. But the cbmpletion of the Northern Pacific would break down Jay Gould's monoply and the finger of this genius is visible in every letter of Hippie Mitchell's bill just submitted to the senate committee on railroads. This bill proposes to extend the time for completing the portion of the Northern Pacific lying between Port­ land and .Umatilla, and to compel the company to build this' portion south of the Columbia river, instead of on the north of .it, according to the original sur­ vey. Iewa has already disposed of all govern­ ment lands, and only a small part of the railroad lands remain. Their western boundary is the eastern one for Dakota, and the character of the lands for thin great staple, hard -wheat, improves stead­ ily westward and northwestward. That is the point to be remembered. It will be recognized in a few years, when the wheat crop of Dakota will equal or sur­ pass that ot Minnesota.
