NORTHERN TRIBUNE. SATURDAY. OCTOBER 20, 1877. . A U4KBOU OF HI'U GE. The weather for the past few weeks has clearly demonstrated the importance ot having a harbor of refuge somewhere in the straits. Cheboygan possesses all the natural qualifications for such a harbor. The government improvements under way here make it an easy matter to con struct a first class harbor of refuge. AJtt that is necessary is to construct a ood pier to the end of the channel, and put a light on the end. In fact this was the original plan of completing the improve ments ot the harbor here. We regret to say, that in his last report, Capt. Two days before the battle of Pitts burs LftntHng he sought permission ot the Secretary of War to send two addi tioual surgeons to each Indiana regi ment, which resulted in the passage of a law by Congress allowing two assistant surgeons insteal ot one to each regiment in service. Sixty extra surgeons and up ward of 300 nurses were sent to cure for the Indlanians wounded at Shiloh. Those that could he moved were fur loughed and taken home on the "supply boats." After all bad been collected and the steamers were abont to put off, the major of a Kentucky regiment, who had in charge a ccre of wounded men. ...
