Dateline Sacramento Capitol Newsservice SACRAMENTO (Capitol) - A resolution to eliminate the current power of California Assembly Speaker to appoint all members of the Assembly and chairmen of that body’s committees was recently introduced by Assemblyman Bob Frazee, R-Carlsbad. Frazee, Joined by his fellow Republican members of the Assembly, is seeking to place the powers of appointment and assignment now held by the Speaker in the hands of a seven-member rules committee elected by the House. Tony Amador heads youth parole board Antonio C. Amador, a 12te-year veteran of the Los Angeles Police Department is, at the age of 36, a new man in a new job as chairman of the State’s Youthful Offender Parole Board. * Amador was named to the position last week by Governor Brown, shortly after the Board came into existence as an independent body on Jan. 1 as a result of the passage of Assembly Bill 1421 by the 1979 Legislature. The Board previously was known as the Youth Authority Board and it was a part of the Department of the Youth Authority, with the director, Pearl S. West, serving as chairman. West now continues as Department director with Amador, who had been a member of the old CYA Board since last March, taking over as Board chairman. WORK CLOSELY Amador pledged that he will work closely with West and her staff to help the transition proceed as smoothly ds possible. “We will have as much contact with staff as before,” he said. New highway laws now in effect Some 60 vehicle- or driver-related laws will take effect Jan. 1,1980 as a result of new legislation. Most of them make minor changes in the California Vehicle Code, with little impact on the general public. The most substantial change taking effect with the New Year involves the manner in which Californians renew their driver's licenses. A 8.777 allows the Department of Motor Vehicles to extend driver’s licenses for four years for those persons who have had no vehicle accidents or traffic convictions during the four years prior to expiration of their current license. Although the bill takes effect Jan. 1,1986, DMV has been operating a demonstration program since June, 1979. To date, more than 400,000 extensions have been processed under the demonstration program. This program allowed DMV to extend licenses for two- years; however, since Nov. 1, 1979, the department has been mailing applications for fouryear extensions to those persons whose licenses ex...

Edison seeks rate increase Increasing costs of everything needed to provide electric service, including the new onslaught of OPEC oil prices that' will add millions of dollars to carrying charges of fuel oil inventories, make an increase in general rates necessary by 1981, Southern California Edison Company said recently. Edison has filed an application with the California Public Utilities Commission seeking authority to increase electric rates an average of nine percent based on anticipated 1981 revenues. The proposed rates would increase Edison’s revenues in 1981 by approximately (340 million, according to the utility’s application to the CPUC. Edison tries to keep an average inventory of about 14 million barrels of fuel oil- about a 90-day supply t q protect against sudden changes in the flow of oil from foreign countries.
