Gov. Latham's Inaugural Address. For want of space we are only able to publish the most important parts of this address. It would afford us great pleasure to lay it before our readers as an entirety. Gov. Latham commences with some happy suggestions relative to the operations and influences of Legislation. He says : "One of the principal reasons why our prosperity has been retarded is owing to this spirit of innovation, each Legislature having felt it almost incumbent to undo the acts of its predecessors, thus destroying anything like stability." This is true in the abstract, but our tardiness has not arisen entirely from this source ; there are other and more glaring causes to which the tarndiness of our State can justly be attributed. President's Message. As our space will not permit of a re-print of the message entire we purpose, at this time, to give the most important parts. — The President, after the customary prefatory remarks, commences with the Harper's Ferry occurrences, as follows : Relations of North and South.—Whiht it is the duty of the President from time to time to give to Congress information of the state of the Union, I shall not refer in detail to the recent and bloody occurrence at Harper's Ferry. Still, it Is proper to observe that these' events, however bad and cruel in themselves, derive their chief importance from the apprehension that they are but symptoms of an incurable disease in the public mind, which my break out in still more dangerous outrages, and terminate at last in an open war by the North to abolish slavery in the South.'
